Which is odd because that organization (or government, if you're for them) has its roots in the events of FO1, and one of the protaganists of that game. And in FO2, iirc, it was actually one of the most positive forces of reorganization and reconstruction currently on the west coast. Although their long term President Tandi, founder and FO1 cast member is most certainly dead by now, and perhaps it has been 'corrupted' (or, evolved) into an aggressive imperialistic expansionary force. I don't think there will ever be an opportunity in the FO universe to move me as much as FO3 did, given the setting. There's no other city, no other state, no other concievable location that could have that much of an impact in terms of the sheer power of the landscape, and coming to terms with everything that is gone - so I don't expect it at all to measure up to FO3. I do, however, expect it to be good.
